You'd wonder what the dragon wants with the urn. I see the cultists as a threat separate from the dragon, since they're actually hostile to me and attack unless I go through with their plan. Was the material present in this quest written by someone other than Leliana's main writer s? Leliana is written so well in general that I found the above scenes to be rather surprising.
